80 mid Bi-Weekly GENERAL PURPOSE:
Under general supervision, compiles project status reports, coordinates project schedules, manages project meetings, and identifies and resolves technical problems.
Identifies and analyzes systems requirements and defines project scope, requirements, and deliverables.
Coordinates project activities and ensures all project phases are documented appropriately.
Fosters and maintains collaborative relationships with city wide departments; helps execute the TS strategic plan and serves as the project liaison with city departments.
Provides recommendations towards technology related issues and assists city departments by monitoring TS projects as part of TS governance to accomplish the strategic goals set forth by the TS strategic plan.
Responsible for departmental purchases and internal financial processes.
Expected to perform general Technology Services support requests as needed.
PRIMARY DUTIES AND
Responsibilities:
Manages projects for the Technology Services (TS) Department in cooperation with city departments; helps to develop and implement TS strategies to meet City goals and objectives; develops solutions for integrated technology and communications systems; assures compatibility and performance of City TS systems.
Coordinates TS Projects and activities with City departments and Technology Services personnel regarding project management needs and acquisitions.
Maintains all TS Project documentation using Project Management software.
Provides recommendations towards technology related issues and assists city departments by monitoring TS projects as part of TS governance to accomplish the strategic goals set forth by the TS strategic plan.
Manages project budgets, including project expense tracking.
Manages TS Department purchases and follows the Finance department's purchasing policies and procedures.
Evaluates and analyzes systems and network issues and recommends and implements solutions; performs systems and network troubleshooting to diagnose and resolve system problems.
Responds to all Technology Services issues when needed.
Responds to service requests; interviews user to collect information about technology problems and technical issues and leads user through diagnostic procedures; defines problems and implements technical solutions to resolve user problems; follows up with users to assure the optimal functionality of the users' systems.
Provides technical support, training, and assistance to employees; explains TS issues, and deploys solutions according to Department standards, guidelines, and procedures; creates local user accounts and system access for e-mail and file shares.
Manages and assists in the development of TS budgets in accordance with the Chief Technology Officer's and TS Managers strategy; determines scope and priorities of projects; helps to maintain a TS infrastructure to support present and future operational needs and to be following TLETS, HIPAA, and PCI guidelines.
Processes tasks/projects from start to finish independently, using good judgement and determining when to engage help from colleagues.
Maintains work log of service requests, equipment malfunctions, software errors and failures; reports technical problems which need to be addressed by improved procedures and technology.
Maintains and enforces system security and confidentiality of records and information; monitors staff compliance to security procedures, privacy laws and City policies and guidelines.
Cross-trains in all Department functions and assists in the training of TS staff.
Helps the Chief Technology Officer to develop a long-range strategic plan, a disaster recovery plan, and assists in the technology implementation and maintenance of the City's emergency response center.
Maintains the integrity, professionalism, values, and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
Cooperates with co-workers professionally to accomplish work efficiently and effectively.
Has regular, predictable attendance; attendance is a factor in continued employment with the city.
Performs other duties as assigned or required.
Education and
Experience:
Bachelor's Degree in Information Technology, Computer Science, or a closely related field; AND five years in a technology support services/network administration position; OR an equivalent combination of education and experience.
CompTIA A+, CompTIA Security+, CompTIA Network+, CompTIA Server+, CompTIA Project+, Dell Certified Technician or PMP certification is preferred.
Microsoft SQL administration, Windows PowerShell, JavaScript a plus.
Required Licenses or Certifications:
Must possess a valid Texas Driver's License.
Required Knowledge of:

Complex networked computer system environments and peripheral device capabilities.
Hardware, software, and peripheral equipment troubleshooting techniques.
Microsoft Office and workstation software, operating systems, and special City software applications.

Application administration protocols and procedures.
City-wide operations, programs, and equipment with an emphasis on Project Management.
Advanced Windows server administration to include Microsoft Hyper-V.
Principles and practices of technology administration, system development and systems integration in a government environment.
Administration and maintenance principles of Microsoft Active Directory, Microsoft Office 365, Microsoft SQL Server, and Microsoft Windows-based software applications.
Techniques for efficient and cost-effective management of technology resources.
Cloud and Enterprise application administration.
Systems security compliance with PCI, HIPAA, and TLETS.
Access control and security camera setup and troubleshooting procedures.
Principles and practices of network routing/switching, server virtualization, network administration, voice communications, Private Branch Exchange (PBX) operations, access, and security guidelines, troubleshooting techniques and internet based technical knowledgebase services.
Principles and practices of legal, ethical, and professional rules of conduct.
Principles, practices, and concepts of project planning and management.

Physical Demands/ Work Environment:
Work is performed in a standard office environment, utilizing computers and peripheral equipment; may occasionally be required to life up to 50 lbs; requires vision capacity to perform fine calibrations and differentiate between colored wires.
