The Records Preservation Manager provides leadership, direction, and support to the Records Management Department.
This position is responsible for the effective and appropriate management of the records management program per the Denton County Records Management Program Resolution.
Work involves developing and maintaining records management policies, procedures, and best practices; training and assisting county staff and elected officials on records management programs and policies; ensuring proper and timely disposition of records; and providing information and assistance to county staff and elected officials in the identification, protection, management and retention of Denton County records.
This position is responsible for ensuring that County records are maintained according to Local Government Code, as well as federal and state laws.
The Records Preservation Manager is required to provide excellent customer service, resolve problems in a timely manner, communicate effectively, and be a positive contributor to Denton County.
Examples of Duties Manages and monitors the Denton County Records Management Program policies, procedures, and records retention schedules; develops, recommends and implements changes and improvements to the program.
Oversees and manages records management software and databases.
Supervises the records management department; oversee the assignment and evaluation of work, performance evaluations, leave request, training and development, hiring, and performance management.
Mentors and provides for the personal growth of individual team members by sharing knowledge of records management standards, news, and concepts.
Reviews work of staff to ensure requirements and compliance standards have been met per the Denton County Records Management Program Resolution, Local Government Code, as well as federal and state laws.
Reviews work product for accuracy, completeness, and compliance with required standards.
Oversees administration of records management software systems and operations of the Denton County Records Center.
Follows all county security and privacy policies and best practices to protect county information and assets within employee's control.
Maintains back-up of programs and data files, and develops appropriate security measures to ensure the integrity of information.
Serves as the primary resource to County departments, vendors, and citizens for Records Management questions and issues.
Advises and consults with Denton County departments on matters related to records management.
Develops operational policies and procedures related to records management systems.
Ensures staff adherence to all records management, departmental, and county policies and procedures.
Participates in the development, implementation, and evaluation of departmental goals and objectives.
Provides technical and administrative guidance, training and expertise to records management staff, county staff, and elected officials.
Provides educational opportunities on records management topics to county departments and elected officials.
Assists in the preparation of the records management division budgets, and monitors expenditures.
Provides written team status reports to supervisor(s).
Communicates and meets with records liaisons, department heads, and elected officials to share requirements and priorities related to the management of county records.
Participates in the preparation and evaluation of proposals, bids, contracts and service agreements for records management software, equipment and consulting services.
Represents the Records Management Department in meetings with other counties and departments taking ownership of the team's overall area of responsibility.
Follows county policies and best practices related to information security; exercises good judgment to protect the confidentiality, integrity, and availability of Denton County computer systems and electronic records; supports compliance with CJIS, HIPAA, and other information security regulations; and holds subordinates to same standards.
Displays and reflects the culture, mission, vision, values, and direction of the department; inspires enthusiasm, belief, commitment, and excitement in subordinates.
Regular and punctual attendance is required.
Performs other related duties as required.
Attends conferences, seminars, workshops, classes, and lectures as appropriate, to enhance and maintain knowledge of trends and developments in the field of records management and preservation.
Minimum Qualifications Bachelor's degree in related field and a minimum five years of experience in a related field; or an equivalent combination of education and related experience required.
Must be a U.
S.
citizen.
Must not have any Class B misdemeanor or higher convictions or deferred adjudications.
Certified Records Manager preferred.
Possession of a valid driver's license.
Must be able to obtain a State of Texas driver's license within 90 days of employment.
