80 bi-weeklyUnder general supervision, the Assistant Purchasing Manager provides support and assistance to the Purchasing Manager with facilitating the procurement and delivery of equipment, supplies, and services required by departments of the City in compliance with Federal, state, and local laws, policies, and procedures; maintaining efficient and effective systems; and supporting the City's central purchasing services.
Processes purchase requests to ensure compliance with all applicable purchasing laws and internal policies, issues purchase orders, monitors the terms and conditions of purchases, and ensures complete and accurate documentation of purchases.
Assists staff with preparing and soliciting bids, quotations, and proposals for the purchase of various goods and services utilizing the e-procurement system, establishes timelines for procurement processes, conducts formal public bid openings, compiles price tabulations, facilitates evaluations, and assists with the preparation and finalization of bid awards.
Assists with administration of contracts and price agreements; reviews contract documents for accuracy and to ensure compliance with all applicable purchasing laws and internal policies; prepares amendments and contract documents; and ensures timely processing of new contracts or renewal of annual contracts/agreements.
Makes decisions within limits of delegated authority and budgetary constraints on selection of suppliers, acceptance of bids, and determination of the most cost-effective procurement method.
Maintains a vendor outreach program, to include vendor sourcing for various goods and services, including the use of cooperative purchasing programs to obtain favorable pricing, delivery, terms, etc.
; responds to vendor inquiries.
Assists with vendor insurance verification and tracking.
Assists with the general management of the Fleet Vehicle program.
Assists with the disposition and sale of City assets.
Assists with training departments on purchasing laws, policies, and procedures; and providing technical support for purchasing systems.
Assists in resolving problems encountered with departments and vendors; tracks the status of purchase orders.
Prepares special reports and studies on procurement activities and transactions as needed; researches changes in state codes on purchasing practices and policies.
Assists with maintaining database applications that support the City's procurement processes.
Assists the Purchasing Manager with other duties as assigned.
Remains current on procurement trends and participates in various meetings, trainings, and conferences.
Responds outside of normally scheduled work hours in response to special events, natural disasters, emergencies, or critical incidents as determined by the City.
Maintains the integrity, professionalism, values, and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
Cooperates with co-workers professionally to accomplish work efficiently and effectively.
Has regular, predictable attendance; attendance is a factor in continued employment with the City.
Performs other duties as assigned or required.
Education and
Experience:
Bachelor's Degree in Business or Public Administration, with course work in procurement, finance, accounting, or related field; AND three year's increasingly responsible purchasing experience, preferably in the public sector;OR any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the duties and responsibilities of the job.
Required Licenses or Certifications:
Must possess a valid Texas Driver's License.
Must pass criminal background check, credit check and drug test.
Preferences:
Certified Purchasing Manager (CPM), Certified Public Purchasing Officer or Certified Professional Public Buyer.
Municipal Government Experience.
Knowledge of State and Federal laws, statutes, rules, and regulations governing procurement activities.
Knowledge of City organization, operations, policies, and procedures.
Ability to communicate effectively both verbally and in writing.

Physical Demands / Work Environment:
Physical requirements include occasional lifting/carrying of five to twenty-five pounds; visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment.
Work is performed in a standard office environment.
